Loyal Source Government Services is looking for a qualified Clinical Psychologist to work with the Department of State' s bureau of Medical Services in Washington DC as a civilian promoting and restoring patients’ health.  The Department of State' s bureau of Medical Services manages a worldwide health care network providing medical services for federal employees and their families serving domestically and abroad within the State Department and other Foreign Affairs Agencies.   MED is comprised of a central office located in Washington DC (MED/WASH) and Health Units (Hus) located at over 200 U.S. diplomatic missions in 170 countries.

The service requirements are as follows:
  • Conducts intensive case reviews for rendering recommendations about Foreign Service personnel (specifically dependent children) to assist with treatment and medical clearance decisions.
  • Performs case examination to ascertain eligibility for the Special Needs Educational Allowance (SNEA) which provides funding and oversight of educational services utilized by dependent children with special educational needs outside of the United States.
  • Supports employees and family members evacuated for psychiatric illness, monitors care and treatment and works in a team-based approach to medical clearance determination for children and other family members.
  • Works with a clinical team to facilitate local care referrals for child mental health care.
  • Liaison with other departments and agencies to provide information and education about MHS programs for children and families via public speaking, video conferencing and review of written materials that may be distributed to employees and families.  Provides education to professional staff, preventative education to supported populations, and training to Department of State staff and management on the handling of difficult staff and personnel situations. Will complete additional tasks as assigned by the Deputy Director of Mental Health Services and/or Director, Child & Family Program.  In addition, he/she must maintain current knowledge regarding the interplay of medical and legal issues. Serves as an educational developmental specialist for children and provides guidance related to educational and therapeutic placements.

 

The Clinical Psychologist shall possess the following minimum education and certification:

 
  • Must have a Ph.D.in clinical psychology/educational psychology from a program accredited by the American Psychological Association. He/she must have completed an internship that was approved by the American Psychological Association and have a minimum of ten years of post-doctorate experience and extensive experience treating children and families. The incumbent must be licensed within the United States to practice as an independent psychologist or equivalent educational certification


The Clinical Psychologist shall possess the following minimum knowledge,  skills and expereieince:

 
  • Must be a skilled and experienced clinical psychologist, thoroughly familiar with all aspects of effective mental health care delivery and management.
  • In addition, he/she must be able to recognize and manage the problems of mental health care delivery to USG personnel and eligible family members posted overseas in widely scattered groups, often where local medical and mental health resources are limited or nonexistent.
  • Should have experience working and living overseas. Firsthand knowledge of the dynamics of overseas living within an embassy community and of the Foreign Service lifestyle are extremely desirable. The incumbent must be able to integrate clinical, administrative, and managerial skills in order to support a mental health program essential to the maintenance of an effective overseas Foreign Service Corps.
  • Must able to manage a wide range of mental health services for a diverse population overseas and provide expert guidance to Foreign Service Medical Officers and other health practitioners with varying backgrounds and levels of training. The incumbent must have experience that includes an extensive background in performing in-depth psychological evaluations of adults, children and families. He/she must have an up-to-date familiarity with psychotropic medications in current usage.
  • Knowledge of developmental delays in children, including learning disabilities is a critical factor.
  • Knowledge of resource network for the evaluation of children with special needs and facility in working with schools in the U.S. and overseas which have special education services.
  • Must be versed in medical regulations and policies of the Department of State. He/she must possess a high degree of integrity, decisiveness, and fairness in order equitably to apply the regulations and policies of the medical program to all eligible persons.
  • Skill in oral and written communications. Ability to write neuropsychiatric notes, memoranda, cables, correspondence, and occasional articles for State Magazine and the Foreign Service Journal. Knowledge of guidelines and professional ethics standards related to medical documentation.
  • Ability to apply systems theory and work tactfully and cooperatively at all levels in order to provide effective consultation to supervisors, managers and employees. Previous experience in government positions highly desirable.
  • Extensive background in performing behavioral health evaluations of children, adolescents, teens and adults.
  • Strong ability to manage emergency situations and seek assistance as appropriate.
  • High level management skills to plan, develop, analyze and coordinate activities.
  • Thorough understanding of the Department and the rigors of Foreign Service life.
  • Ability to work and communicate persuasively, both orally and in writing, using tact and finesse.
  • Ability to meet and deal with all levels of personnel both in and outside of DOS.
  • Ability to plan, organize, and prioritize
  • Knowledge of the techniques, principles, and practices of public speaking.
